Obstruction Tactics Stall Medical Marijuana Legalization in Ukraine: Proponents Navigate Procedural Challenges

MRBObstruction Tactics Stall Medical Marijuana Legalization in Ukraine: Proponents Navigate Procedural Challenges

Efforts to legalize medical marijuana in Ukraine faced obstruction this week as opponents employed a legislative tactic to delay the final vote. The Verkhovna Rada was set to consider the bill, backed by President Zelensky, but members of the Motherland party introduced over 200 procedural amendments, described as “spam,” aiming to prolong the process and prevent the law’s passage. Despite ongoing negotiations, the bill’s consideration was impeded, prompting supporters to explore ways to limit certain amendments and overcome the procedural hurdle. The proposed legislation aims to establish a national medical marijuana program for conditions like cancer and war-related PTSD, aligning with Zelensky’s endorsement of medical marijuana legalization in June.
