  3. Introducing a new offense: The law creates the offense of “failure to prevent fraud,” holding large organizations criminally liable if they benefit from fraud committed by their staff.

These provisions impact the digital asset industry and aim to strengthen law enforcement’s ability to combat criminal activities related to digital assets.
