Ontario Gaming GTA Limited Partnership, operating as Casino Woodbine, has received a Notice of Monetary Penalty amounting to $80,000 from the Alcohol and Gaming Commission of Ontario (AGCO) following a compliance review. The review was conducted to assess Casino Woodbine’s adherence to the Gaming Control Act, 1992, and Registrar’s Standards for Gaming in response to allegations of collusion between an electronic craps dealer and five patrons.
The AGCO found that Casino Woodbine failed to detect or take appropriate action to prevent the cheat-at-play and dealer collusion scheme. This included overlooking internal financial reports and emails indicating significant and unusual losses from the electronic craps game over a six-month period, absence of table games supervisors during suspicious gambling activities, inadequate video surveillance of the electronic craps game, and allowing the dealer to continue despite multiple procedural violations.
The AGCO issued the Monetary Penalty based on alleged violations of the Gaming Control Act, 1992, and Registrar’s Standards for Gaming, including standards related to supervision, prevention of collusion and cheating, and conducting risk assessments for unlawful activities.
Casino Woodbine has cooperated with the review and is committed to addressing deficiencies. The AGCO will continue to monitor the casino’s controls to ensure the prevention of casino cheats and dealer collusion.
This action follows a $100,000 fine imposed on Apollo Entertainment last month for violations of responsible gambling standards by the AGCO.
